La denuncia de la doctrina 197/2006 llegará a diferentes ciudades de Europa y Latinoamérica

Concentraciones en Paris, Rennes, Londres, y más ciudades de Europa y Latinoamérica para denuncia la ley 11383/2011 conocida como "Doctrina Parot".

Libérez Ines del Rio !

Le 20 mars prochain la Cour Européenne des Droits de l'Homme ré-étudiera la situation d'Ines del Rio.

Cette prisonnière qui a déjà accompli 25 ans de prison aurait dû être libérée en 2008, date de la fin de sa peine. Mais sa peine avait alors été prolongée de 9 ans. Mais lors de son délibéré du 10 juillet dernier, la Cour Européenne des Droits de l 'Homme avait jugé que la doctrine 197/2006 allait à l'encontre des Droits de l'Homme et avait alors demandé à l'Etat espagnol de libérer Ines del Rio.

L'Etat espagnol n'a pas accepté cette décision et a donc maintenu Ines del Rio en prison, comme les 72 autres prisonnier(e)s qui sont dans la même situation. Beaucoup d'entre eux ont déjà accompli 20, 25 ou 30 ans de prison, certains ont un âge avancé et sont parfois gravement malades.

L'Etat espagnol ne respecte pas les droits des prisonnier(e)s politiques basques, cela engendre beaucoup de souffrance et va à l'encontre du processus de paix. Par l’enfermement des prisonnier(e)s ainsi prolongé, ce sont aussi les familles qui se retrouvent punies, leurs proches étant incarcérés à des milliers de kilomètres de leur domicile. En plus de cela les prisonnier(e)s sont régulièrement soumis à des régimes spéciaux tels que l'isolement. Ces situations existent également dans les prisons de l'Etat français.

La majorité de la société civile du Pays Basque souhaite la disparition de ces mesures d'exception appliquées aux prisonnier(e) basques. Les deux dernières mobilisations du 10 novembre à Bayonne et du 12 janvier à Bilbao l'ont démontré. Nous souhaitons transmettre cette revendication de la société civile aux institutions européennes: Droits de l'Homme, résolution, paix.

La suppression de la doctrine 197/2006 est absolument indispensable pour mettre fin  à la juridiction d'exception appliquée aux prisonnier(e)s politiques basques. La grande majorité de la société basque est en accord avec le jugement de Strasbourg et le défend comme un point positif du processus de résolution et de paix. Nous espérons entendre le même message depuis l 'Europe.

Nous disons oui à la libération d'Ines del Rio ainsi que des prisonnier(e)s ayant accompli leur peine. Car nous sommes pour le respect des droits fondamentaux et pour une résolution du conflit en Pays Basque. Le Pays Basque en a besoin, l'Europe aussi.

C'est le moment. Il faut donner une opportunité à la paix en Pays Basque

Respect for the Rights of Basque Political Prisoners

The 197/2006 Doctrine will be revised this coming March 20th by the Grand Chamber of the European Court of Human Rights (ECHR) located in Strasbourg.

The case of the lengthening of prison time for the Basque Citizen Ines del Rio will be examined by the Court of Human Rights after the Spanish state presented an appeal against the sentence emitted by this same court which said that the application of this doctrine violated the European Convention of Human Rights.

We find ourselves before an important decision that will not only affect this prisoner. This Doctrine means the lengthening of the time in prison, supposing a de facto application of life imprisonment. 72 Basque political prisoners have seen their sentences lengthened and remain in prison after this doctrine has been applied. Therefore, the decision that the Court will adopt affects the future of many political prisoners.

A team of qualified Basque and international lawyers will defend the interests of Ines del Rio before the court. The international lawyers Mark Muller, Michael Ivers and Sudhashu Swaroop, together with their Basque counterparts Didier Rouget and Amaia Izko make up the legal team.
In the name of all of them, Mark Muller, a British lawyer who forms part of the legal team for the prisoner from Tafalla said that this case “Isn’t a political question nor is it against terrorism, but of human rights and respect for the law, which must be applied in an equal manner to those who are of our liking and those who are not.”

On the other hand, a delegation of Herrira has been in Brussels where they have maintained numerous contacts with members of the European Parliament, Belgian politicians and human rights associations. They informed all of them about what the 197/2006 Doctrine means and the importance of repealing it. They also brought them the message that the majority of Basque society salutes the sentence that this same court emitted last July considering it a boost for peace, and as an expression of this support from Basque society were the recent demonstrations in Bayonne and Bilbao.

The main message that the members of Herrira wanted to spread in Brussels was: Human Rights, Resolution, Peace. They consider that it is time to give an opportunity for peace in the Basque Country. And on this path, the repeal of the 197/2006 Doctrine, together with other measures of respect for the human rights of political prisoners will help to continue taking steps towards the resolution of the conflict.

Ines del Rio and the rest of the Basque political prisoners to whom the 197/2006 Doctrine has been applied must be released. For the respect of their Human Rights and to continue taking steps towards the resolution of the conflict. An opportunity for peace has to be given to the Basque Country.
